I doubt that anyone has specific intelligence into any planning that may or may not be occuring, it seems like the threat level only exists to scare people and isn't that the terrorist's job?

That's the idea, really. In the eyes of the politicians, it may help by alerting people, but in basis threat levels tell you when to be afraid. It's interesting that they don't do a very good job. As I commented as soon as the level was changed, and again in irc, I'll believe it when something explodes and not before. Yes, I do believe that if there was a real threat they'd raise the level, but I consider it far more likely to be something to scare the nation with.
