Fair use in Four dead, more than a million in U.S. without power after Pacific Northwest storm[edit]

Though this image is considered non-free by Wikimedia policies, its use is covered by the U.S. fair use laws, and the stricter requirements of Wikinews's non-free content policies, because:

1. It illustrates an article on a storm with a portion of its aftermath
2. The image is used as a means of visual identification of the article topic.
3. No freely licensed equivalent of this particular part of the aftermath could be found.

Aside from the claim that this image qualifies for use without permission under Wikinews' Fair Use policy, this image is also available under a license that permits unlimited redistribution and modification but only allows use for non-commercial purposes as long as all derivative works are licensed under the same terms. Images licensed under such terms do not meet the definition of Free Cultural Works as adopted by the Wikimedia Foundation, and are therefore considered non-free on Wikinews This tag MUST be used with a valid fair use tag and a valid fair use rationale or the image WILL be deleted. If a freely-licensed alternative can be reasonably created or this image is of a living person, it may NOT be used under our fair use policies and will be deleted.
