Richard has become a Category one hurricane with winds of 85 mph (155 kph) according to the Miami-based National Hurricane Center.It is heading west-northwestward and is expected to make landfall in Belize sometime this evening.

Richard is located 95 mi (155 km) east of Belize City, Belize, however it is still dumping heavy rains in Honduras. Sections of the north coast of Honduras, from Limón westward to Puerto Cortes and the Bay Islands including Rotan, Utila and Guanaja, as well as the entire country of Belize are still under a hurricane warning according to the Hurricane Center. A tropical storm warning is also up for east coast of Yucatán Peninsula from Punta Gruesa to Chetumal. The tropical storm warning and watch are discontinued for areas east of Limón eastward to the Honduras/Nicaragua border.

The Hurricane Center is warning people residing in hurricane warning areas to brace for hurricane conditions by this evening and to rush all preparations to completion. The first bands of Richard brining tropical storm forced winds are expected to arrive within twelve to eighteen hours. Hurricane force winds extend 15 mi (30 km) from the center, while topical storm force winds extend 105 mi (165 km).

The hurricane is expected to plow through Belize and Mexico before emerging into the Bay of Campeche as a depression. The depression could pose a threat to oil rigs in the Bay of Campeche.

Tropical storm Richard is nearing hurricane strength with winds of 70 mph (115 kph) as it lashes Honduras with heavy rains. Richard is expected to pass just north of Honduras and strike Belize and Mexico late Sunday as a hurricane.

Richard is about 85 mi (140 km) east of Isla Guanaja Honduras and is expected to move further westward paralleling the coast of Honduras. Honduras and Belize are currently under a hurricane warning and the Mexican government has begun to evacuate fishermen from the Yucatán Peninsula, which is under a tropical storm warning, as strong winds and rain are expected over the next 24 hours.

Honduran officials have evacuated residents and tourists from coastal areas. "[We will] evacuate between 3,000 and 4,000 people that live in coastal zones where there could be a storm surge and heavy winds," a Honduran emergency response official, Randolfo Funez, said. The National Hurricane Center (NHC) released a statement, which said: "A storm surge will raise water levels by as much as 2 to 4 feet above normal tide levels along the northern coast of Honduras and Belize...and 1 to 3 feet in the bay islands. Near the coast...the surge will be accompanied by large and destructive waves." They also advised that life threatening flash floods and landslides are possible, especially in mountainous areas in the storm's path.

Richard is likely to plow through Belize and the Yucatán Peninsula before emerging into the Bay of Campeche as a tropical depression on Tuesday according to the Miami based National Hurricane Center. Some computer module forecasts have Richard affecting Gulf of Mexico oil and natural gas rigs.

Tropical Storm Richard formed in the western Caribbean Thursday and is currently moving slowly westward towards Honduras. A gradual motion to the west is expected later on, and the tropical storm is forecast to impact Honduras and then the Yucatan Peninsula. As a result, several watches and warnings are in effect for Honduras from its border with Nicaragua west to Limón and the Bay islands.

Richard currently sustains winds of 45 mph (75 kph) and is expected to strengthen further, possibly into a hurricane by Saturday. Richard has dumped heavy rains over Jamaica and is expected to produce rainfall in Honduras, then trek towards the Yucatan Peninsula and enter the Gulf of Mexico.

Richard has already caused widespread flooding across western parishes of Jamaica, which is currently under a flash flood watch. A hurricane watch and tropical storm warning are in effect for the north coast of Honduras from the Nicaragua/Honduras border westward to Limón to the Bay islands. A hurricane watch is in effect for eastern Mexico from Gruesa to Chetumal. There is also a tropical storm watch up for Belize and a tropical storm warning for Honduras from Limón westward to the Guatemala border. Richard is not expected to be a threat to oil rigs in the Gulf of Mexico.

Tropical Storm Paula, the eighteenth tropical cyclone of this year's Atlantic hurricane season, has weakened into a remnant low near the northern coast of Cuba, the National Hurricane Center (NHC) says. It had earlier made landfall in western Cuba.

The NHC, the warning center appointed by the World Meteorological Organisation to forecast and track tropical cyclones in the Atlantic Ocean, reported at 9 am UTC (5 am local time) that "Paula has continued to weaken during the past several hours." Six hours later, the center issued its last warnings on the one-time Category Two hurricane, noting that "the center (of Paula) is no longer well-defined". According to the NHC, at 3 pm UTC (11 am EDT), the remnant low of Paula was located around 20 miles north of Caibarién, in Villa Clara, Cuba.

One to two inches of rain is still expected to fall today through Saturday over central Cuba and the central Bahamas, the NHC added. NHC forecaster Lixion Avila said in the center's last warning that Paula's remnants will "continue to move east-southeastward until dissipation in about 12 to 24 hours".

Paula had earlier affected Mexico's Yucatán Peninsula and Honduras, where up to eight inches of rain fell and 19 homes were damaged.

Paula was the sixteenth named tropical storm of the year. Earlier this year, Colorado State University hurricane expert Dr. Phil Klotzbach told Wikinews that he expected "this year will have 15 named storms, 8 hurricanes and 4 major hurricanes."

Porfirio Lobo, a wealthy rancher, has won the presidential election in Honduras, with about 56% of ballots cast, according to results. Election officials say voter turnout was high, in spite of a call by ousted President Manuel Zelaya to boycott the poll. Lobo declared victory after election results showed a broad lead for the candidate from the opposition National Party.

Speaking at a rally late Sunday, Lobo told supporters he will work to improve security, create new jobs and restore international ties. Lobo noted that he wants to bring about profound changes that will enable Honduras to return to the place it was four years ago, before Zelaya took office.

"The people will never be defeated, they will always go forward. Today they demonstrated to the world another test of their abilities and determination," said Lobo at his acceptance speech.

Election officials said about 62% of voters took part in the vote, which eclipsed turnout figures from the 2005 election. The official numbers contradicted earlier claims from Zelaya, who said his supporters estimated that less than half of registered voters took part.

The ousted leader called on voters to boycott the election, saying the de facto government is illegitimate. Zelaya has been living inside the Brazilian embassy as Honduran officials seek to arrest him on charges of abuse of power and treason.

"We took a sample at the polls and the rate of abstentions was over 60 per cent in most cases," Zelaya commented to the Al Jazeera news agency. "This means the election had low turnout, which means it did not enjoy the support of the majority of the Honduran people."

Uruguay have qualified for the 2010 World Cup following a 1:1 draw with Costa Rica; Uruguay won on a 2:1 aggregate when they won 1:0 on Saturday. With the win all 32 teams have qualified for the 2010 games. On the same day Algeria, Greece, Slovenia, Portugal and France also qualified for the tournament.

Sebastian Abreu scored for Uruguay first when he headed in a goal. Walter Centeno scored for Costa Rica but a draw failed to seal a win for Costa Rica and lost the game and the chance to qualify for the 2010 World Cup. The game continued despite it being stopped after five minutes media started scuffling with the Costa Rica substitutes.

With Uruguay’s qualification they join other South American teams Brazil, Argentina, Paraguay and Chile. Two-time former winners Uruguay missed the 2006 World Cup after losing in a qualifier to Australia, who have also qualified for next year’s tournament. Next year’s World Cup will see the return of several teams to the tournament. The host South Africa are making their first appearance since 2002 along with Denmark, Nigeria, Cameroon and Slovenia. Chile last appeared in 1998, Greece in 1994 and Algeria in 1986. New Zealand and Honduras have also qualified, their last appearance was in 1982 and North Korea have not competed in the World Cup since 1966.

Other teams that have qualified include The Netherlands, South Korea, Japan, Ghana, England, Spain, Côte d'Ivoire, Germany, Italy, Mexico, the United States and Switzerland. Serbia and Slovakia will be making their first appearance as a single team. Serbia has previously qualified as Yugoslavia and Serbia and Montenegro, while Slovakia previously played as Czechoslovakia.

The tournament is due to start in South Africa on the June 11, 2010 and last for one month.

An aide to ousted Honduran President Manuel Zelaya said that a deal designed to end the country's political crisis has failed, after interim leader Roberto Micheletti announced the formation of a new cabinet.

Micheletti said late on Thursday that he is installing a national unity government without the participation of Zelaya, who has declined to name any cabinet members. The two signed an agreement last week to resolve the four-month political standoff. A new government was set to begin Thursday.

Zelaya warned on Thursday the accord was at risk of collapsing unless the Honduran Congress held a vote to restore him to power immediately to serve out his term that ends in January. Honduras elects a new president on November 29.

Congress must vote on Zelaya's restitution, but has not yet done so. The recently signed pact does not stipulate a deadline for the Congressional vote.

The United States, a major broker in the mediation efforts, said this week the next step in the political crisis is up to Honduras. The governments of several countries have threatened not to recognize the presidential elections if Zelaya is not first returned to power.

Zelaya was ousted in a military-backed coup in June, but returned to Honduras in September, where he has taken refuge in the Brazilian embassy in Tegucigalpa.

Manuel Zelaya

Deposed Honduran President Manuel Zelaya has said that talks on ending the stand-off stemming from his ouster have broken down.

Speaking from the Brazilian Embassy in the capital, Tegucigalpa, where he has taken refuge, Zelaya told reporters the talks are suspended until the other side presents what he called a "reasonable" stance. A member of Zelaya's negotiating team, Victor Meza, said the proposal offered by interim President Roberto Micheletti is "completely unacceptable."

That proposal calls for the Honduran Supreme Court to decide whether Zelaya should be allowed to return to power.

Despite Zelaya's statements, however, envoys from the two sides have said that negotiations will continue.

Micheletti has recently come under international pressure to restore Zelaya to his post. Zelaya was ousted late in June of this year, after he refused to comply with orders by the country's Supreme Court to cancel a referendum regarding a constitutional rewrite that had been deemed illegal.

Presidente Zelaya is heading for Honduras with the hope of being able of "practice his rights peacefully".

Manuel Zelaya, the president of Honduras who was removed from power by the Honduran Supreme Court, has begun making his way back to his country. Flying from Washington, Zelaya is to arrive in Honduran air space at around 22:00 (GMT).

The former president had announced his willingness to return to his country, hoping for a reintegration. Zelaya asked his people to be able to "practice his rights peacefully" after his arrival in the Central American country.

Nevertheless, the interim government that deposed Zelaya has announced that the flight would not be allowed to land. Foreign Minister Enrique Ortez said "I have ordered to not allow him to enter, whoever he comes with, to avoid the imprudence of allowing a president of the republic to die, of allowing a president of the republic to get hurt, of allowing a person to die".

Zelaya travels together with the President of the United Nations General Assembly, Miguel D'Escoto. Other leaders of Latin America, who had promised to travel together with Zelaya, will instead monitor the development of events from El Salvador. Among these leaders are the presidents Rafel Correa (Ecuador), Cristina Fernández de Kirchner (Argentina) and Fernando Lugo (Paraguay), together with the Secretary-General of the Organization of American States (OAS), José Miguel Insulza.

"If Zelaya lands and regards it timely for us to go, we will go", said Correa. Furthermore, Cristina Fernández added that "there is a clear attempt from Zelaya to return, even if they don't allow it, and to restore order in the country".

Zelaya's return takes place after the Organization of American States (OAS) voted in favour of suspending Honduras from the organization. OAS resolved to suspend "immediately" the de facto Honduran government lead by Roberto Micheletti in accordance with the Inter-American Democratic Charter.

However, fear has aroused that Zelaya's return could trigger more violence. The archbishop of Tegucigalpa, the capital of Honduras, urged Zelaya not to return, fearing a possible "bloodbath".

The interim government of Honduras has rejected calls from the Organization of American States (OAS) and other governments to reinstate ousted President Manuel Zelaya, who was forced out of the country on Sunday in what has been labelled a military coup.

The Organization of American States, which includes all 35 independent states of North and South America, has refused to recognize the legitimacy of the newly-installed Honduran government. On Wednesday, the organization threatened to suspend the country's membership if Zelaya was not reinstated within 72 hours.

The Honduran government has defied these threats, saying there is "no chance at all" of Zelaya's return to the presidency. "We are not negotiating national sovereignty or the presidency," said Enrique Ortez, interim foreign minister. Roberto Micheletti, president of the interim government, says he "won’t allow for people to call this a coup. This was a constitutional succession that happened after the Supreme Court took action."

Micheletti vowed to prosecute Zelaya under charges of treason and abuse of power if he returns to Honduras. Zelaya was accused of breaching the constitution by attempting to extend his term limits. He was arrested after the Supreme Court overturned his decision to fire the armed forces commander.

"Zelaya will be met by justice," Micheletti told reporters on Wednesday. "We would be open to dialogue but there are separate measures in our justice system that will deal with him."

Zelaya, who was flown to Costa Rica after being ousted and is now in Panama, plans to return to Honduras at the end of the three-day deadline. The Honduran ambassador to Panama, Juan Alfaro Posadas, said that Zelaya is willing to appear in court and cooperate with the interim government. "What he wants is unity ... he is willing to negotiate because he doesn’t want a divided country," Posadas said.

At an emergency session of the OAS, all other member states were in agreement over their refusal to recognize the Honduran government. Although Micheletti counts Israel and Taiwan as his supporters, a United Nations General Assembly resolution called for Zelaya's reinstatement and asked all countries to refrain from legitimizing Micheletti's presidency.

The United States has canceled its joint military operations with Honduras, and it plans to decide next week whether to cut off all aid to the country. Although the Obama administration has condemned the new government's actions, State Department officials say they want the OAS to play a larger role in mediation. "The multi-lateral route is the way to go," said State Department spokesman Ian Kelly.

Advancing the November 29 general election to an earlier date is an option Micheletti is considering to ease strife.

Honduran President Manuel Zelaya was expelled by the country's army on Sunday. Zelaya declares the action a coup d'état.

"Today's events originate from a court order by a competent judge. The armed forces, in charge of supporting the constitution, acted to defend the state of law and have been forced to apply legal dispositions against those who have expressed themselves publicly and acted against the dispositions of the basic law," said the supreme court in Honduras.

Zelaya was attempting to change the constitution via a constitutional referendum to allow himself to be re-elected following the 2009 Honduran political crisis.

Speaking from Costa Rica, Zelaya said, "Tomorrow, I will attend in the Summit of Central American presidents in Managua."

Leaders from around the world have reacted to the ouster, saying it is against the Inter-American Democratic Charter and the Vienna Convention.

"I call on all political and social actors in Honduras to respect democratic norms, the rule of law and the tenets of the Inter-American Democratic Charter," President of the United States Barack Obama said, "Any existing tensions and disputes must be resolved peacefully through dialogue free from any outside interference."

The United States Geological Survey said a 7.3 M_w earthquake struck on Thursday, at 08:24:45 UTC (02:24:45 AM local time) off the coast line of Honduras.

The epicenter was located 64 km (39 miles) northeast of the island of Roatán, 130 km (80 miles) north-northeast of La Ceiba.

A tsunami alert was issued for Honduras, Guatemala and Belize and along Central America's Caribbean shore. There have been no reports of aftershocks.

Original reports indicated six were killed and seventeen injured and a multitude of homes, schools, churches and factories collapsed. The Democracy Bridge in El Progreso also collapsed.

"People were startled. They started walking, running, doing everything they could to get to higher ground about two miles away," said a resort owner, "I have been on the island for 14 years, this is the worst I have seen."

"It is not alarming, it is not a calamity. For the type of earthquake it was, the damage is minor," Honduran President Manuel Zelaya.

"I felt the car rock and I started to hear little bits of debris from the building next door hitting the roof. It was frightening because it was shaking a lot. I've never felt anything like it." said a security guard in the capital of Tegucigalpa.

The Organization of American States (OAS) summit will proceed in San Pedro Sula, Honduras next week June 2-3 as only one building there suffered damages. Federal representatives from 35 states of the Americas are to attend.

The President of the Republic of China, Ma Ying-jeou, and his contingency were uninjured after their arrival in Belize Thursday. Ma continued his itinerary to meet with the Belize governor-general and prime minister and will then travel to Guatemala and El Salvador.

The port of Puerto Cortes will be temporarily closed due to damaged machinery and equipment according to the national port authority.

El Salvador, Guatemala and northern Nicaragua also felt tremors, but suffered no huge damages.

Toncontin International Airport, serving the Honduran capital Tegucigalpa, has reopened fully to air traffic six weeks after a deadly jetliner crash. TACA Flight 390, an Airbus A320 carrying 124 people, overshot the runway in poor weather and ran across a busy street, killing five, two of whom were on the ground. The accident occurred on May 30.

Since the crash the airport has refused to allow aircraft with more than 42 passengers on board to operate from the airport due to safety fears. Only domestic flights were allowed to land. Air traffic that did not conform to these rules instead landed at San Pedro Sula's Ramón Villeda Morales International Airport, which is 112 miles North of Tegucigalpa.

Manuel Zelaya, President of Honduras, announced the reopening after spending three hours in a meeting with businessmen who demanded the airport return to full operations. He also said that future plans are to route all commercial traffic to a new airport under construction at a nearby US air base, which is scheduled to enter service next year.

So far, American Airlines, Continental Airlines, Panama's Copa Airlines and TACA have all confirmed intent to resume flights to Toncontin International next week, by which time they will have reprogrammed their routing schedules accordingly.

The airport is considered one of the most dangerous in the world and for years people have called for its replacement. The airport features an inadequately short runway, outdated navigational equipment and is surrounded by hills.
