Leaders from around the world have congratulated re-elected U.S. President Barack Obama on his success at the ballot box.

Israeli leader Benjamin Netanyahu stated that he "will continue to work with President Obama to preserve the strategic interests of Israel's citizens" and described relations between the U.S. and Israel as "rock solid". Some others within the ruling Likud party were not so optimistic about the relationship, with Knesset member Danny Danon criticising Obama for "ill-advised" policies towards Israel and hoping Obama "resets his course relating to Israel and our region for the next four years".

A statement on behalf of Palestinian leader Mahmoud Abbas expressed hope that Obama "continues his efforts to achieve peace in the Middle East".

The British Prime Minister David Cameron took time from his tour of the Middle East to congratulate Obama and listed as shared priorities a trade deal between the U.S. and the United Kingdom as well as solving the crisis in Syria. Ed Miliband, leader of the opposition Labour Party, stated on Twitter that Obama's success in the election was "based on building fairer economy and optimism about what politics can achieve."

French leader François Hollande said in choosing Obama over Mitt Romney, voters in the United States had voted for "an America of openness and solidarity, fully engaged on the international scene and conscious of the challenges facing our planet: peace, economy and the environment". He listed economic growth, unemployment, and the Middle East as challenges the two politicians would have to face. German leader Angela Merkel stated she "deeply appreciated" meetings and conversations with Obama on issues including "overcoming the global financial and economic crisis".

Herman Van Rompuy, President of the European Council, and Jose Manuel Barroso, President of the European Commission, issued a joint statement which described the U.S. as "a key strategic partner of the European Union" and hoped to meet Obama "at an early date in order to reconfirm our priorities and provide renewed impetus to our joint action".

Across Africa, Obama received congratulations from South African President Jacob Zuma, Nigerian President Goodluck Jonathan, and Raila Odinga, the Prime Minister of Kenya.

London, England — Yesterday, on the final day of competition, athletics concluded at the London Paralympics with the running and wheeling of the marathon for the men's T12, T46 and T54, and the women's T54. Spain and Great Britain both had a gold and a silver medal, Brazil and the United States had a gold each, Switzerland had a silver and a bronze medal, Colombia had a silver medal, and Tunisia, Australia and Belarus each had a bronze medal.

Alberto Suarez Laso of Spain set a world and European record in the T12 marathon with a time of 2:24:50. In the same event, Tunisian Abderrahim Zhiou set an African record with a time of 2:26:56 and Colomobian Elkin Alonso Serna Moreno set an Americas record with a time of 2:26:39. Despite failing to get a medal, Japanese Masahiro Okamura set an Asian record with a time of 2:28:51. In the women's T54 event, Australian Christie Dawes set an Oceania record with a time of 1:49:37.

Great Britain's gold medal was earned by David Weir, and was Weir's fourth gold medal earned in the London. This put Weir at the top of the individual gold medal count for London alongside Raymond Martin of the United States. Tatyana McFadden of the United States had a chance at four gold medals in London, but was unable to seriously compete after a pair of tire punctures mid-race that seriously slowed her down. McFadden conveyed her experiences in the race to the media, saying, "At 18 or 19 miles it went again, this always seems to happen to me in London. Luckily, I had a spare but I was bombed out. I just wanted to sit and cry but I also wanted to finish, there was only about six miles to go and I was determined I wasn't going to get another flat tyre]. [...] Finishing is the most important thing for me, it makes you a better person. I just wanted to compete and stay strong."

Swiss racer Edith Wolf quit the women's marathon mid-race after running into a hole on the course that left her without feeling in her left arm and neck, and required her to be hospitalized. Following the race, Wolf's husband and coach told the media, "She was really looking forward to the marathon. She was really prepared, so I think she's really disappointed. I think tomorrow she will wake up and see her four medals and she will be very happy." When questioned about the media, some of whom disappeared at the conclusion of the men's race, and specifically the media from Wolf's home country, he said, "There are not so many media here, which is disappointing. But now they have recognised this is really a great Games. This is the second biggest sports event in the world and they are not here, so it's their loss, they missed a big chance."

Colombia's German Naranjo Jaramillo served as Elkin Alonso Serena Morena's guide for the length of the marathon. Because of this, Jaramillo also earned a silver medal. Gold medalist Laso of Spain and bronze medalist Zhiou of Tunisia utilized multiple guides, and the guides were not eligible for medals. Other runners in the men's T12 marathon who had the same guide the whole race included ninth place Ildar Pomykalov of Russia who was guided by Aleksei Lashmanov, and Henry Wanyoike of Kenya who did not finish but was guided by Joseph Gachuhi.

London, England — With the 2012 Summer Paralympics due to start in London later this week, Algeria's athletics competitors are ready to earn medals in their events.

According to the team's athletics coaches in a conversation with Wikinews, the runners have been well prepared and have international experience that has prepared them for the Games, having won eleven medals at the 2011 IPC World Championships, eight of which were gold. The coaches believe their runners should easily defeat their African counterparts from Nigeria and Kenya.

The team is comprised of 17 male competitors and six female competitors. Athletics events commence on Thursday.

A helicopter crash at the edge of Nairobi, Kenya has killed six. Amongst the dead is internal security minister George Saitoti, a candidate in next year's presidential election.

Saitoti, 66, played a major role in Kenya opting to send troops into Somalia last year in a bid to combat al-Shabaab. His deputy Joshua Orwa Ojonde is also dead, alongside both pilots and two bodyguards.

The aircraft had not long departed Wilson Airport when it went down into a Kibuku District forest. One witness saw the helicopter "flying very low. It came down suddenly and we heard a loud explosion, and then it burst into flames." Another said it "hovered up there and looked like it was turning back" before crashing. The accident occurred at around 8:30 this morning, local time.

Current President Mwai Kibaki decried "a devastating loss to our country." He called Saitoti "a hardworking and determined public servant who dedicated his time to the service of the Kenyan people". Prime Minister Raila Odinga, speaking at the scene, promised "a thorough probe" into the accident. He described a "great tragedy that has befallen our country".

Saitoti, who personally told the public of the invasion of Somalia two days after sending in thousands of soldiers, had been faced with numerous bombings and kidnaps. He routinely made assurances on national TV in the aftermath of attacks, and recently vowed "terrorists" would not have an impact on government.

With qualifications in accountancy and mathematics acquired in the US, Saitoti was a former Kenyan finance minister. A prominent figure in national politics, he also served as vice president under Daniel Arap Moi in 1989–1997 and 1999–2002.

There is no immediate word on possible causes for the accident. Police have sealed off the scene and begun an investigation.

The Kenyan government has dismissed 25,000 striking health workers, mostly nurses, citing failure to heed government orders to recommence work and concern for the welfare of hospital patients. Speaking on behalf of the government, Alfred Mutua stated the workers were dismissed "illegally striking" and "[defying] the directive ... to report back to work", which he called "unethical". The government asks that "[a]ll qualified health professionals, who are unemployed and/or retired have been advised to report to their nearest health facility for interviews and deployment", Mutua stated.

The workers, who had been on strike for four days, were wishing to have improvements made to their wages, working conditions, and allowances. The strikes have caused a significant number of Kenyan hospitals to cease operations. According to Kenya Health Professionals Society spokesperson Alex Orina, the average monthly wage plus allowances for health workers in Kenya is KSh25,000 (£193, US$302 or €230) approximately. With an increasing number of reports of patients neglected in hospitals emerging, two trade unions met with the Kenyan government yesterday and negotitated a return to work, although a significant proportion of demonstrators defied the agreement, The Guardian reported.

Orina told Reuters the dismissals were "cat-and-mouse games, you cannot sack an entire workforce. It is a ploy to get us to rush back to work, but our strike continues until our demands are met". Frederick Omiah, a member of the same society, believed the government's actions would "make an already delicate and volatile situation worse", expressing concern that demonstrations may continue in the capital Nairobi, amongst other locations. Kenya Medical Practitioners, Pharmacists and Dentists Union chairperson Dr. Victor Ng'ani described government actions as "reckless".

Mutua said the health workers were "no longer employees of the government" and had been eliminated from the payroll. While Ng'ani told the BBC of difficulties with finding other workers as skilled and experienced, Mutua reportedly stated that this would not be an issue. "We have over 100,000 to 200,000 health professionals looking for work today," Mutua commented. "There will be a lag of a day or two ... but it is better than letting people die on the floor, at the gate, or suffer in pain".

Christine Lagarde: World economy 'faces a downward spiral' [edit]

In a speech yesterday in Berlin, International Monetary Fund (IMF) managing director, Christine Lagarde warned that the world was facing "[a] 1930s moment... A moment, ultimately, leading to a downward spiral that could engulf the entire world." To avoid a repeat of the Great depression she urged leaders of the Eurozone to moderate austerity measures in order to maintain demand and to find further funds to bolster the €500 billion European Stability Mechanism.

In order to mitigate the Eurozone crisis the IMF is also seeking to raise 500 billion US dollars to support developing economies that would be caught up in the fallout of a Eurozone collapse.

International Criminal Court calls for four Kenyans to face trial for communal violence [edit]

The International Criminal Court has presented formal charges against three senior Kenyan politicians and a radio executive accused of orchestrating the wave of communal violence that followed the 2007 presidential election in that country. Of the six individuals initially investigated enough evidence to prosecute has been found in only four cases - including 2012/13 presidential hopefuls Uhuru Kenyatta and his rival William Ruto a former education minister. Menyatta is deputy prime-minister and finance minister.

In the past the rich and powerful in Kenya have often escaped justice. Kenyatta is the nation's richest man.

Syria accuses Arab League of interference as GCC withdraws observers [edit]

The Gulf Co-operation Council is to withdraw its observers from the Arab League observer mission in Syria following Syrian dismissal of plans for President Bashar al-Assad to hand power to his deputy and share power in a unity government as "flagrant interference".

The United Nations estimate that upwards of 5000 people have died in almost a year of anti-government protests and demonstrations.

Salman Rushdie literature festival video-link cancelled over fears of violence [edit]

A planned video-link address by Salman Rushdie at the Jaipur Literature Festival has been cancelled admidst fears of violence. Sanjoy Roy, the festival's organiser, said "Earlier today, a number of organisations came to us and threatened violence."

Salman Rushdie, whose book The Satanic Verses remains controversial 24 years after its publication, had earlier cancelled attending the festival citing assassination threats, and it is claimed several authors who read excerpts from The Satanic Verses in support can be prosecuted.

Reports from across the United States show a number of communities taking local action to solve, or otherwise highlight, this global problem.

In Southern California, Sister Caritas Foster is an advocate for the area's victims of human trafficking. Commenting on the area's involvement, she stated: "We in the San Francisco Bay Area are one of the largest receiving areas with our borders and coasts". For over four years, Foster has worked on educating the public on human trafficking, speaking to civic and religious groups and describing the power traffickers hold over their victims through vivid accounts of situations trafficked individuals find themselves in. Many have no idea where they are located, suffer under the constant threat of deportation, and most often lack the language abilities to seek help.

Los Angeles politician Don Knabe said human trafficking was not a distant problem but one that hits close to home. As the county supervisor overseeing the fourth district in Los Angeles County, Knabe cited figures from the Probation Department showing 84 percent of arrests of children on prostitution charges in 2010 were in his district; he believes the overall problem for the county is much larger, and wants the Probation Department to establish a special unit dedicated to sexually exploited minors.

Northward in Seattle, Washington, members of the King County Sheriff's department realized that law enforcement had to deal supportively with the symptoms of human trafficking — rather than putting victims in jail. This gave birth to the "Genesis Project" where sheriff's deputies offer potential victims of trafficking a comfortable safe haven with amenities for 24 hours, and put them in touch with social services for counselling, job training, and education advice.

Politicians from several states have sought to address the connection between tourism and human trafficking; Indiana's state Senate unanimously passed a human trafficking bill on Tuesday morning. Current legislation only considered forced marriage and prostitution as human trafficking; loopholes in the existing laws allowed some forms of human trafficking to escape prosecution. Lawmakers in the state hope to toughen their human trafficking laws, and have new legislation on the statute books in time for the Super Bowl, due to be held in Indianapolis on February 5. The just-passed bill now goes to the House for approval.

Also on Tuesday, lawmakers from Hawaii held a special hearing on human trafficking. Kathryn Xian, of Pacific Alliance to Stop Slavery, says traffickers capitalize on the state's tourist-based economy. She introduced a package of seven bills she says will help prevent human trafficking in the state.

At a national level, the US government continues to work abroad on the issue of trafficking; Luis CdeBaca, a special ambassador for human trafficking, is working with Myanmar, commonly known as Burma, as the country seeks to improve diplomatic relations with the United States. Myanmar was identified by the US State Department as having one of the worst records of forced labor, and as a country that lacks necessary laws to curb human trafficking.

Although National Human Trafficking Awareness Day is a US-based effort to recognise, and highlight, this issue — as a topic of global concern being highlighted through the United Nations, others around the world continue efforts to increase public awareness and tackle trafficking.

Forty-six women from the international group Operation Mobilization sought to raise awareness by climbing Tanzania's Mount Kilimanjaro. The summit is called "Uhuru Peak", with Uhuru meaning "freedom" in Swahili. Each of the non-professional climbers raised US$10,000 to help those affected by human trafficking.

In the Middle East, several countries are reported to have problems with human traffickers recruiting unemployed gay Kenyan men to become sex slaves. Saudi Arabia and Qatar are supposedly the more-common destination countries into which Kenyans are lured with offers of high-paying jobs. However, in the United Arab Emirates — where no law prohibits trafficking, but homosexuality is illegal — the problem is compounded.

Enforcement of existing laws, and acting against trafficking, are seen as key steps in reducing the activity. Showing that no country is unaffected, Northern Ireland police are currently investigating five sex trafficking cases; and, on Monday, Filipino police rescued fifteen women following a tip-off regarding women recruited, and being held, prior to being sent to work abroad.

In the Northern Ireland situation, Detective Superintendent Philip Marshall stated that fifteen men are to be contacted, suspected of having paid for sex with trafficked women. Identifying victims within the UK, or victims seeking help, is becoming more challenging with the sex industry having switched to using hotel rooms as-opposed to street corners. Many victims of trafficking are found to be unaware of where within the country they are.

In the Philippines situation, Zamboanga City police are still seeking the recruiter of the fifteen women rescued in Rio Hondo.

A range of complexities are involved in the sentencing of both those convicted of human trafficking, and their victims. In one Canadian case, 43-year-old Hungarian Lajos Domotor pled guilty to trafficking men and women into forced labor. Following being charged with conspiracy to commit human trafficking, he developed terminal stomach cancer and has been given a 10 to 15 percent chance of living five years.

In the UK, officials are seeking to detect exploitation prior to sentencing — as a counter to the high number of foreign women in jails, frequently having been victims of trafficking. One in seven women prisoners across England and Wales are foreign, with the primary offenses being drug or immigration-related. A report into the issue recommends sentencing decisions should consider the role of women, and of coercion, in such cases.

Artists also have a special role to play in the education and awareness of the public. The first opera about sex trafficking will premiere in Liverpool, England, on March 7. Anya17 was composed by Adam Gorb with a libretto written by Ben Kaye. Performers will come from Manchester's Royal Northern College of Music and the Royal Liverpool Philharmonic contemporary music ensemble 10/10. Funding for the production was provided in part by the United Nations.

The al-Shabab are believed to have abducted tourists from the Coast Province of Kenya.

The Kenyan army moved into Southern Somalia Sunday, acting against the al-Shabab militant group. Two recent kidnappings by Somalis from island resorts have cost the Kenyan tourist industry.

The UK Foreign Office has issued an advisory against travelling to the Kenya–Somalia border. Kenya's foreign minister has said Kenyans must "defend your country, you must defend the security of your people and in doing so, you have to go for these people where they are". He also went on to say they were acting on request of the government of Somalia.

A spokesperson for the al-Shabab militant group shouted, "Are you ready to live under Christians?" on a militant local Somali radio station, advocating a holy war.

Omar Osman, a spokesperson for the Somali government, said Kenyan logistical support was welcome, but Kenyan troops were unnecessary.

A court in Mombasa, Kenya has sentenced a group of seven Somali pirates to five years each in jail, according to a statement by the European Union. Anti-piracy mission EU Navfor said the septet were arrested by Spanish navy sailors after attacking Malta-registered cargo vessel Anny Petrakis.

Presiding over the conviction and sentencing, Timothy Ole Tanchut told the men he "...[had] concrete proof that you attacked a vessel in the high seas and I order you to serve five years in prison," ruling that they will be deported to Somalia after serving their sentences. They have been in custody since May 7 last year when a Spanish crew captured them coming to the aid of the Anny Petrakis. The arrests followed warning shots fired by a naval helicopter.

This is the third pirate gang jailed in the last two years, bringing the total serving sentences in Kenya to around 15; around 100 suspects await trial in custody. Trials have been difficult to arrange owing to issues around finding locations; Kenya has international agreements with the EU, the United States and Denmark, as well as a separate treaty with EU-state the United Kingdom. These allow Kenya to try pirates like these ones handed over by Spain in exchange for support of the nation's judicial system. The United Nations Office on Drugs and Crime, the European Union, Australia and Canada have all chipped in with donations to fund the court.

This article incorrectly describes BP as 'British Petroleum'. In fact, such a company has not existed for many years as BP dropped this name when becoming a multinational company. The initials no longer stand for anything.

BP starts "static kill" to permanently stop oil spill [edit]

BP (British Petroleum) engineers began injecting drilling mud into the capped Deepwater Horizon oil well in the Gulf of Mexico as the first part of a "static kill" procedure intended to permanently stop the flow of oil into the Gulf coast. Earlier in the day, the multi-national energy company ran "injectivity tests" to find out if the well, which had been leaking for months, could withstand the pressure of the procedure, which is meant to plug up the oil that isn't flowing because the well has been capped. The procedure, unlike the "top kill" attempted in May, is designed to proceed slowly.

After a day-long delay, BP declared that the procedure could safely begin and that company's senior vice president, Kent Wells, said that the afternoon pressure test "went exactly as planned".

The company also said that the "static kill" was only half the solution, with the other half being two relief wells that are planned to plug the well from the bottom.

Drunk illegal immigrant kills nun, injures two [edit]

An illegal immigrant accused of driving drunk has been charged with killing Sister Denise Mosier, a nun, and severely injuring two other nuns. Carlos Martinelly Montano, 23, has been charged with driving under the influence of alcohol (DUI) and involuntary manslaughter, following a car crash which occurred at 8:30 AM EDT on Sunday (0030 Monday, UTC). The man has also been charged with felony driving under a revoked drivers license. The car accident occurred in Virginia, USA's Prince William County. Police also said that Montano is an illegal immigrant awaiting deportation and has also repeatedly been charged with drunk driving.

The US Department of Homeland Security stated that Montano had been released in 2008, with immigration judge's review of his case pending. Homeland Security Secretary Janet Napolitano called the accident "a horrible thing" and saying, "this is a horrible case. Why is it that this individual was still out driving? He was in removal proceedings. Why were the removal proceedings taking so long?"

All three nuns were driving to a retreat at the Benedictine Monastery in Bristow, Va when Montano crashed into their car. Montano has been treated for injuries.

Kenyans to vote on new constitution [edit]

On Wednesday, Kenyans will vote on a new constitution that intends to fix many of the country's political problems like widespread corruption and heightened ethnic divisions. Wednesday has been declared a public holiday so more people can vote.

Billie O’Kadameri of Radio France International described opposition that arose from an alliance of churches and political leaders. Warnings of disruption in opposition areas have marred what the government initially hoped would be a united vote in support of the proposal.

However, Salim Lone, senior adviser to Prime Minister Raila Odinga, said that "[Kenyans] are united as we have never been since independence more than 45 years ago," and, "Virtually all Kenyans, from across the political and ethnic divides, want this constitution".

The new constitution would restrict the president's power, gives the people a bill of rights, gives more power to local governments and encourages land reform. However, the Kalenjin tribe claims that the new land reform would lead to the taxation and even seizure of their lands.

The last time a major vote was held (the Kenyan presidential election in 2007), violence left almost 1,500 people dead and over half a million displaced.

Poisoned liquor, locally known as changaa, killed seventeen and blinded a dozen in Kenya's largest slum. Many of the people who died were found in their homes, in Nairobi slum Kibera.

Police said the changaa "may have contained traces of methanol", BBC News reported.

The woman who distilled the liquor was arrested. Authorities are investigating if the addition of poison was accidental or not.

Changaa is often supplemented with additives that make it more potent. Many Kenyans die from poisoned liquor every year, often sold in the brewer's home.

A stampede in the Kenyan capital of Nairobi has killed at least five people and left at least 79 more wounded, reports say.

The incident occurred at a church rally, led by Christian leaders voicing their opposition to a new constitution to be voted on in a referendum later this summer, primarily because it is to include a clause for abortion.

A petrol bomb apparently was thrown into the crowd as the rally was drawing to a close at dusk, prompting panic as people tried to flee. Some witness reports suggest there were two individual blasts. According to police, the explosions were not large and didn't leave any damage.

Kenyan prime minister Raila Odinga was present at the scene of the disaster. He commented on the incident, saying: "It is a very, very regrettable incident, and this incident is condemned in the strongest terms possible. We don't know as yet the cause of this incident."

It was not immediately clear who was responsible for detonating the bomb. Spokesman for Kenyan police Eric Kiraithe said that "[i]t is very, very much too early to say who is responsible. Our investigations have begun, and in due course the culprits will be found."
