According to the chief Palestinian negotiator, Saeb Erekat, Palestinians may need to abandon their goal of creating an independent state should Israel continue expanding Jewish settlements on contested land. Erekat stated it was time for Mahmoud Abbas to "tell his people the truth, that with the continuation of settlement activities, the two-state solution is no longer an option".

US Secretary of State Hillary Clinton unsuccessfully asked Abbas to negotiate with Israel in order to solve the settlement issue, saying "[g]etting into final status negotiations will allow us to bring an end to settlement activity." On a visit to Cairo, Clinton mentioned that Washington wanted an end to the activities in Israel.

Erekat commented that Clinton was only leading to more settlements in the following two years.

To "refocus their attention on the one-state solution where Muslims, Christians and Jews can live as equals", Erekat said, is the only door open for the Palestinians. "It is very serious. This is the moment of truth for us."

Erekat said Netanyahu told Abbas, "Jerusalem will be the eternal and united capital of Israel, that refugees won't be discussed, that our state will be demilitarised, that we have to recognise the Jewish state, that it's not going to be the 1967 borders, that the skies will be under his control".

United States Secretary of State Hillary Clinton told Palestinian negotiators yesterday that they should resume talks with Israeli negotiators without the preconditions that Israel stop all settlement building in the occupied territories. Mrs. Clinton's statements came after Palestinian leader Mahmoud Abbas told Israeli negotiators that all negotiations would be postponed until Israel stopped building settlement houses in Palestinian territory.

Secretary of State Clinton praised what she called "unprecedented" concessions on settlement building in the occupied territories. Clinton went on to add, "There has never been a precondition [to stop settlements]. It's always been an issue within the negotiations."

Palestinian negotiators responded to these statements by saying, "The negotiations are in a state of paralysis, and the result of Israel's intransigence and America's back-pedaling is that there is no hope of negotiations on the horizon."

The concessions Mrs. Clinton referred to were part of an earlier offer by Israeli negotiators that would have stopped some settlement building in the West Bank and would have made no deal concerning Israeli expansion into hotly contested East Jerusalem. Israeli president Benjamin Netanyahu attacked Palestinians blaming them for failing to reach peace agreements, "We have shown a willingness to do unprecedented things to relaunch the process. But we are encountering the opposite from the Palestinians. We are encountering preconditions from the Palestinians that haven't been set in all the 16 years of the peace process."

Avika Eldar of Israel's Ha'aretz newspaper complained that settlement building during negotiations changes "facts on the ground". He added, "The fact that there was no precedent actually demonstrates why there are now 300,000 settlers living in the West Bank and just 16 years ago when the Oslo Agreement was launched there were 109,000 settlers."

The fact remains, however, that as each day passes the Palestinians have less and less land to bargain with.

The United Nations human rights council has voted in favor of endorsing a report made by South African Judge Richard Goldstone that accuses Israel and Hamas of committing war crimes during fighting late last year that left 1,400 Palestinians and 13 Israelis dead. The report was adopted 25 votes to six with eleven abstentions.

The report calls on the UN to make sure that Israel and Hamas conduct thorough investigations into the alleged war crimes. Should either side fail to do so, the report recommends that cases be sent to the International Criminal Court of Justice.

In addition to endorsing the report the rights council, "strongly condemns all policies and measures taken by Israel, the occupying power, including those limiting access of Palestinians to their properties and holy sites". Although it accuses both Hamas and Israel of war crimes the report is mainly critical of actions taken by the Israeli government. Of the 31 chapters in the report, only one is dedicated to discussing crimes by Palestinian fighters.

The report alleges that the Israeli military deliberately targeted civilians, used Palestinians as human shields and destroyed civilian infrastructure during Operation Cast Lead which lasted from December 27, 2008 to January 18 this year.

Israel and the United States responded by claiming that the report ignored Israel's right to self defense from rocket fire. They also warned the report might jeopardize Middle East Peace efforts.

Voting on the report was to be originally delayed until March of next year after considering a request by Mahmoud Abbas leader of the Palestinian Authority which controls the West Bank. Abbas was pressured into the decision to delay the vote by the US' Hillary Clinton; Backlash from the Palestinian community forced him to endorse the report. The incident has caused large scale antagonism against the Palestinian Authority.

The United States, Hungary, Italy, Netherlands, Slovenia, and Ukraine all voted against the report.

Palestinian poet Mahmoud Darwish died Saturday in southern American state of Texas three days after heart surgery at Memorial Hermann Hospital in Houston.

Darwish's poems are considered as an encapsulation of the Palestinian cause.

Palestinians in Ramallah went to the streets, some weeping, gathered around candles in the darkened streets and lit candles expressing their sadness.

Palestinian President Mahmoud Abbas declared three days of mourning.

"The passing of our great poet, Mahmoud Darwish, the lover of Palestine, the pioneer of the modern Palestinian cultural project, and the brilliant national leader, will leave a great gap in our political, cultural and national lives," Abbas said. "Words cannot describe the depth of sadness in our hearts, Mahmoud, may God help us for your loss."

A day after his death many intellectuals and politicians in the Middle East gave their tributes in honor of him.

Ahmed Fouad Negm, a famous Egyptian poet, told Reuters "[h]e translated the pain of the Palestinians in a magical way. He made us cry and made us happy and shook our emotions, Apart from being the poet of the Palestinian wound, which is hurting all Arabs and all honest people in the world, he is a master poet."

"Mahmoud Darwish knew how to express the attachment of an entire people to its land and the absolute desire for peace. His message, which calls for coexistence, will continue to resonate and will eventually be heard", French Foreign Minister Bernard Kouchner said in a statement.

Darwish will get the equivalent of a state funeral in the West Bank on Tuesday, the first since Yasser Arafat died in 2004.

Former President of the United States, Jimmy Carter met with Nasser al-Shaer on Tuesday. Shaer is a former education minister and a former Deputy Prime Minister of the Palestinian National Authority. He is considered a high-ranking member of Hamas.

During a visit to the West Bank, Carter laid a wreath upon the grave site of Yasser Arafat in Ramallah. Carter then met with Shaer, whom he greeted with a hug and kisses to both cheeks, according to a member of Carter's delegation.

Shaer told Reuters that he and Carter had a face-to-face meeting and that they discussed brokering an unofficial truce between Israel and Palestinian militants in the Gaza Strip. Hamas seized control of the Gaza Strip in June of 2007. Carter's office has declined to comment on the closed meeting.

"Carter asked what he can do to achieve peace between the Palestinians and Israel ... and I told him the possibility for peace is high," Shaer said.

Carter told reporters that he wanted to go to the Gaza Strip, but was not allowed. Reuters reports that Israel, citing a member of Carter's delegation, denied the visit.

"I haven't been able to get permission to go into Gaza. I would like to. I asked for permission. But I was turned down. But maybe we can find a way to circumvent that," Carter said.

U.S. and Israeli officials have both expressed disapproval of Carter's visit. Both countries have sought to marginalize Hamas, while they try to negotiate a peace with Mahmoud Abbas, the Prime Minister of the Palestinian National Authority who hails from the Fatah party. They see Carter's mission as counterproductive to their efforts.

Carter "in effect is undermining a current policy which is not just American but held by many others," said U.S. Representative Howard Berman to the Associated Press. Berman is the chairperson for the Committee on Foreign Affairs.

Friday, Carter is scheduled to meet in Damascus, Syria with Khaled Mashal, who is considered the political leader of Hamas and is the head of its Syrian branch.

Yigal Palmor, an official with the Israeli Foreign Ministry said, "The official Hamas position until this day is that it won't negotiate with Israel or recognize it under any circumstance ... Jimmy Carter has dignified this position with his presence, and one cannot but wonder how this attitude is supposed to promote peace and understanding."

"Since Syria and Hamas will have to be involved in a final peace agreement, they have to be involved in discussions that lead to final peace," Jimmy Carter told reporters in Ramallah.

While in Israel, Carter met with Israeli President Shimon Peres, who criticized the planned meeting with Mashal. Ehud Olmert, the Prime Minister of Israel did not receive Carter.

"Civil defence" thwarts Israeli air strike on Gaza refugee camp

Led by Nizar Rayan, a senior Hamas fighter, hundreds of Palestinian refugees gathered to protect the house of the leader of a militant group in Jabaliya refugee camp in Gaza and succeeded in thwarting an Israeli attack.

As part of their campaign against Palestinian fighters, Israeli forces had warned Mohammedweil Baroud, a commander in the Popular Resistance Committee, that his house would be attacked in 30 minutes time. He was told to take his family out of the house in order to avoid civilian casualties. Instead, he called for help from the local mosque and people swarmed round and over Mr Baroud's house in such numbers as to dissuade the Israelis from making the promised attack.

The Palestinians claimed this to have been the first successful defence of its kind. Palestinian Prime Minister Ismail Haniyeh, visiting the house, said that people had been driven to this remedy because the UN had refused to defend them. On Friday, the Security Council vetoed a resolution condemning Israeli military action in Gaza. Nizar Rayan promised "We will pay with our lives to protect the houses of the fighters, so they can resist the enemy, assured their homes are being protected".

On November 8, an Israeli shell killed 19 civilians in Beit Hanoun, due to, what the Israelis called, a "technical fault in targeting".

An Israeli spokesman said that Israeli forces differentiate between innocent people and "terrorists" and that they would continue the attacks.

A Palestinian rocket killed an Israeli woman and seriously wounded a man in the town of Sderot on November 15. Mahmoud Abbas, the Palestinian president has called for a ceasefire by those launching rockets and suicide attacks against Israel and the Palestinian group Islamic Jihad is said to be considering this request carefully. Over 400 Palestinians, including many civilians, have been killed since June by attacks, which Israel says are aimed at Palestinian fighters.

A delegation of Brazilian deputies and senators met the new president of the Palestine Authority, Mahmoud Abbas, known as Abu Mazen, on Monday, January 10. Abbas recognized the preferential treatment offered by Brazil to the Palestinians and promised reciprocity. Carlos Abicalil (PT) , member of the delegation, said that the decision of the Brazilian President Luiz Inácio Lula da Silva to establish, in July 2004, an office of representation in Ramallah contributed to the closening of relations between the governments of Brazil and the Palestinian.

He praised the choice of Abbas, remembering that the election of the parliament, in July, can be a still more decisive step: "From the point of view of the major political representation of the parliament, there is still an incognito, since diverse political positions which didn't participate in the presidential election, with proper candidates, as is the case with Hamas - who have an armed and very organized arm - will participate in the legislative elections. Evidently, in the composition of the parliament, there will be more or less radical positions around the situation of Gaza and Jerusalem ".

Brazil's capital city of Brasilia is hosting the Summit of South American and Arab Countries from May 10 to 11, according to the Brazilian Ministry of External Relations. Brazilian President Luiz Inácio Lula da Silva proposed the summit during his visit to several Arab countries in December, 2004.

According to Radiobras, President da Silva said in his speech during the opening ceremony of the summit, that it is necessary to define a new economic and commercial international geography. "We are searching for trade that is fair and balanced, rid of the subsidies imposed by the rich countries, and which assures the poor countries the benefits of globalization. We want to establish a new relationship of solidary collaboration with international financial agencies, and we are striving for the Mercosur and the Gulf Cooperation Council to be able to conclude an economic cooperation agreement", da Silva said. Mahmoud Abbas said that Israeli troops should unconditionally withdraw from the occupied Arab territories. Abbas also proposed the creation of an Arab-South American bank.

The President of Algeria, Abdelaziz Bouteflika, said during his speech that Israel should leave the Palestinian territories. Bouteflika defended the criterion of a Palestinian state with Jerusalem as its capital. [2]

Bouteflika said that the Palestinian situation is "a denial of justice" that can no longer be tolerated. A long round of applause from Summit participants followed his declarations. "We must find a definitive solution for everyone to do his best, to get Israel to submit to international law and accept the negotiated peace," Bouteflika added. [3]

The President of Venezuela Hugo Chávez said that the Arab and South American countries are related because they both were subjected to exploitation by the richest countries. Chávez said that after World War II, South America has been victim of domination mechanisms by an international financial architecture and by an old international organizations structure. According to Chávez, there is no international democracy. [4]

Chávez said that South American and Arab countries are the biggest oil sources and that this fact stimulates the "American imperialist voracity". [5]

According to the Minister of Foreign Relations, Celso Amorim, the final document of the Summit of South American-Arab Countries will condemn terrorism. In addition, the document will include a paragraph about the "right of resistance to foreign occupation, according to international humanitarian law," said the minister.

Jerusalem, Israel – Israeli Prime Minister, Ariel Sharon, has decided to re-open diplomatic contact with the leader of the Palestinian National Authority, Mahmoud Abbas.

Sharon had cut all links after a suicide attack killed six Israelis at a Gaza Strip border entry point, just days after Abbas has been elected leader. However, Abbas has made moves to curb the activities of Palestinian militants, leading to a drop in violence in the region.

Palestinian officials say that Palestinian security forces will be deployed in the southern Gaza Strip within 24 hours to reduce attacks on Israel. In addition, Israel has agreed to stop the targeted killing of Palestinian militants, reports say.

On Friday, the newly elected Palestinian leader Mahmoud Abbas ordered thousands of armed Palestinian security officials into positions in the northern Gaza strip to prevent terrorist strikes on Israel.

It is part of a plan that will include bolstering the security presence along the Gaza-Israel border, over the next few weeks. The plan ultimately will post three thousand troops in northern Gaza. It is the first time Palestinian forces have been used to protect the border from terrorist attacks since the resurgence of the Intifada in 2000.

Israel immediately responded to the move, with Prime Minister Ariel Sharon restoring dialogue with Abbas and continuing Israeli-Palestinian co-operation on intelligence and security.

Leaders of the militant groups Hamas and Islamic Jihad are also in talks with Abbas, although are publicly denying any agreement.
