The government doesn't censor, but enforces it through courts

What a nice way to disclaim responsibility for censorship. Claim that the government itself will not engage in censorship, but permits the courts appointed by the government to do it on their behalf.

I haven't seen this sort of reasoning since the Spanish Inquisition. The church simply abandons heretics to the secular arm of the law, who are then obliged to burn heretics as a matter of their faith.
