In this proposal for main page redesign, all the leads are created as subpages of this page as it all has to be in my userspace. The way I envision this is to have the leads as a suppage of the article. (downside to that is special:random will occasionally point to these leads, but we can use templates so that if the person directly views the lead, it gives a notice pointing to the actual article) Other options include putting leads directly in article using noinclude, (like Norwegian wikinews) or making them all a sup-page of some project/portal namespace page.
