If all civilians were stopped from carrying firearms andonly uniformed police and the armed forces were allowed to do so then it may bethat shots would only be fired in a return fire situation.

Blame the Taliban for using civilians as sheilds![edit]
Unlike other countries, and other times in history, the US has at least tried to do their best to reduce collateral damage, and this just demonstrates how hard it is to fight a cowardly adversary who hides among civilians and uses them for sheilds and weapons (suicide bombings, etc).
