I agree.As I recall, I fixed a problem or two of the same sort in the body of the article while I was reviewing it; but it's surprisingly easy, when reviewing an article, to miss a problem like this with the headline. On further thought I'm not convinced it's partisan; it doesn't seem entirely accurate, though. The judge in this article didn't halt the ban, just part of it. - Oh dear. The headline seems pretty straightforward to me. What part of it do you see as partisan? The fact that it was seven Muslim countries and not all Muslim countries?
