- Discusses IMO. Spokesperson is a singular entity discussing with another. In this case with the attendees of the press conference. He discusses with x. They discuss with x. If it was just 'The White House' rather than 'White House spokesperson' then it would be discuss. Especially if the White House were discussing the issue amongst themselves e.g. He and she discuss, but that's not the case.
