The use of this image in News services and World Wide Web companies increase Farsi services after Iranian presidential election constitutes acceptable fair use because:

• The sole purpose of use is illustration of a news story.
• It pictures the specific WWW site, in the specific language, whose launch is documented in the story.
• It is the main page of that WWW site, not the whole of the site.
• There is no way to generate a free content equivalent to this picture.
• There is no competition with the rights holder's use of the image, nor any attempt to claim the rights of the rights holder.
