This image was taken by Laura Hale at the Sochi Paralympic Games. She attended the Games as an accredited member of the media. The Wikimedia Foundation was her accredited media organization. The United States Olympic Committee was the accrediting body. A condition of entry for journalists, as stated on their media accreditation, states, "I agree that all photographs and moving pictures taken by me at the Paralympic Games, including those of athletes competing within any Paralympic venues, shall be used solely for personal and non-commercial purposes, unless prior written consent is obtained from the IPC."
