I haven't felt the need to tag {{original}} as the only new detail here is that is down. This is a perfect example of "OR lite", something we've discussed before. It may be, since there is strictly some OR in this, that the tag will need to go in sources.

Paywalled. Since it's the AP article, I simply looked for exactly that title in gnews. The first three (including NYT) were all AP, and the two I could see were identical to each other. I changed the citation to the first-listed of those.
