Added a description of Zaldy Co. According to my headline writing knowledge, "eyed" means planned, so the headline means "An Interpol Red Notice is planned against Zaldy Co" or something like that, clearly interpreting the article text. Flood control projects

The article says, "Recently, Co has released a series of videos accusing Marcos of inserting flood control projects in the 2025 budget." Why would that be an accusation?
