That template is normally added only after the article has been developed to a point that someone else has evaluated it and has provided feedback.

If there is more recent news coverage for the event, the article can be refocused on the newest event and resubmitted for review. - Yes, you can refocus the article (and headline) on that new focal event.
- To change the headline you need to move (rename) the article. I can help with that if you'd like, just tell me what you want the new headline to be.
- Move the statement you added at the end of the article to the lede (first paragraph) and flesh it out a bit more by answering the WN:5Ws of the new focal event.
