"takes heat for words"... Wasn't it just the one word?
- Well, presumably, there was a string of words -- unless he was simply chanting tarbaby, tarbaby, tarbaby, tarbaby. That would have been funny, too, of course, but the councilman's sanity would probably have been questioned rather than his intentions.
