1) I'm also not sure what that phrase means, and the word "panel" does not appear in any of the sources. Rephrased;
2) Mostly 
Done, except on the parts where using the active voice would make the sentence clumsier;
3) Done;
4) Done. The problems in the former headline were both the passive voice and past tense;
5) Done, I guess. We have the essential info at the top (the arrests), then the supporting details (about the boy's grandmother etc.), then the background (info about his behaviour since January);
