  • headline needs downstyle caps.
  • the SG appears to have spoken at length about the matter, and the headline shld ideally summarise his statement or simply state that he spoke about X (i.e. report the event). posible exception is, if these words are supposed to be significant in some way: a departure from previous practice or perhaps because somebody noteworthy objects to it and so on. as of now, no such significance can be attached.
  • also, the current headline is not a fair representation of his interview/briefing, i think. AP paraphrases the particular quote as as "He said soldiers exhibiting such traits would not be automatically discharged because many can continue to perform well." which is not quite what the current headline makes it to be.   • I believe a lot of super stories are buried inside of less compelling stories; so I often will highlight and concentrate on an "inner" story from a source. Maybe I am making a mistake in doing that but I think that since we allow/promote original reporting that it is ok to cherry pick ingredients of mainstream stories to use as a focal point for an article.   • Use downstyle capitalisation — Downstyle capitalisation is the preferred style. Only the initial word and proper nouns are capitalized. In upstyle headlines, all nouns and most other words with more than four letters are capitalized.
Downstyle: "Powell to lead U.S. delegation to Asian tsunami region"
Upstyle: "Powell to Lead U.S. Delegation to Asian Tsunami Region"
