Wikinews closure formally recommended

- A community response to the Task Force is underway and I believe it's critical that we show clear support from contributors, reviewers, and administrators if we want Wikinews to remain open.
- If you believe Wikinews still has potential for revitalization and should remain active, I ask that you:

- Review and help improve the draft community response, and/or
- Add your endorsement once you're comfortable with the language
- The goal is to finalize the draft before the July 16 Task Force call, so our response is ready for consideration.
