When were metal girders and/or plates hung along the north side of the Hammond Highway bridge?
These plates stopped any further flooding through the breach of the 17th street canal. Doesn't it seem that a permanent floogdate should be installed at that point to protect the 17th street canal in the future? and similarly for the other canals. This would reduce the length of levee that would be subject to damage.
do you know what the reason is for the unusual wave froth in the canal and beyond the levee wall? Which way is the water flowing at the time of the picture?
