The person does not have to be a combatant as such; for example, a spokesperson for military actions could qualify. Some militant groups, in the sense of Category:Militant groups, have a political branch and a military branch; only members of the latter would be categorized here. Do not put people here merely because they have served in the military of a state; that is the criterion for Category:Military personnel. A person can belong to both categories.
