timeout protocol to avert deployment of nuclear weapons

Considering the probable consequences of even a limited deployment of nuclear weapons between belligerents, including a no-win global fallout of psychological trauma possibly lasting for several generations, there should be some sort of timeout contingency in place. The governor of Hawaii Neil Abercrombie has presented the most intelligent proposal by inviting the leader of North Korea Kim Jong-un to the island state for discussing the dilemma, with US President Barack Obama. Wherever the forum might be, a timeout is absolutely appropriate.
