Too short of a step but in the right direction...
[edit]This step in the right direction is unnecessarily short. Obama could have easily lifted the ban altogether but instead chose to slightly lessen the ban, thereby allowing only an insufficient amount of drilling when a sufficient amount is not out of reach.
