I do not know enough to comment on the report itself, however I do find that reading it is a bit akward, with many key pronouns, prepositions, and conjunctions left out. Words like 'the,' 'of,' 'for,' 'to,' 'in,' 'so,' and in some cases even 'his,' and 'her,' would make things much more readable.

This would greatly help the flow of the article, and make it more readable.
