Re: "The patrons not paying attention to weather warnings may have contributed to the amount of injuries, Altmann said at a press conference held four hours after the incident." i.e. It was their own fault for being there. And it was their own fault for trusting the City's certification of the tent to withstand double the wind force that knocked it down.
