The Somali fighting factions have been using food aid from the UN and NGOs for their own purposes since the 1980s. They create a refugee problem because they know that food aid will be given to the camps. Only a small part of this aid makes it to the refugees; the rest gets taken by the factions to feed their soldiers and to sell for money to buy weapons. Charging NGOs money for "protection" is another way for these factions to make money. The UN and NGOs started this vicious cycle maybe unknowingly, but have continued to ignore this problem because of their need to justify their own existence.

Pulling out of Somalia altogether may seem cruel to the refugees, but it also seems to be the only way to break this cycle of refugee camp creation and food aid theft. I'd be interested in reading what others think of this. Any idea what will happen once all aid is withdrawn?
