That's quite a headline. If you really must have the quote in it then make the quote itself the headline

 Amnesty International: Guantanamo "gulag of our time"

or similar. Of course the quote is in the headline to sound more juicy and sensational. But if you do go with the quote the call for gitmo's shutdown is pretty redundant right? It's not as if they would call it a gulag and expect it to remain operating.

- This is better. The first para is contextually confused:

"In their annual report on human rights Amnesty InternationalSecretary General, Irene Khan, said "Guantanamo has become the gulag of our time," In this 308-page report, they also called for the United States to shut down the Guantanamo prison."

Did Irene Kahn authour the report? Is it in the same context as the call to shut Gitmo down?

- Last line, the quote is unattributed, I think. I'm also sure that I can find some saucy rhetoric used from Bush administration sources if I wanted to here rather than just give a bland denial. But its not really news is it? Why is there so much focus on reporting rhetoric?
