Before I wrote the article I discussed with my personal attorney the specifics of the Dowd Report. He gave me interpretations of specific legal language contained in the report and clarified specific items in it, so that I could accurately report the contents. There were only a few things from it I needed but I figured the notes would be good as the story develops.
