Call me dense, but I read this article, and I have no idea what Harper skipped. It seems it was a vote of some kind, but other than "It shows the importance he gives to Kyoto and climate change," I have no idea what it was about. Was it an actual ratification of Kyoto? And before you jump down my throat, yes, I can read the sources. It turns out to be a conservative measure to stop Kyoto, which had little chance of passing anyway. This just makes the article seem biased in addition to incomplete. Why was none of this included:
"Members of Parliament, including the prime minister, are not required to attend votes in the House and routinely miss them when tied up with other business. Had Mr. Harper been there, his vote would not have changed the outcome."
