The use of parenthesis in the quote "for defensive purposes but also to bring the (displaced) residents back home" is interesting. I did a search and several news agencies have reproduced it. It's odd to see parenthesis in a quote of something spoken. I wonder if everyone is quoting a translation or transcript that improperly used parenthesis instead of square brackets to clarify "displaced."
