Depends on what you conciter conclusive, we had intel saying that, intel is not always accurate or Saddam could of had the WMD's moved out of Iraq, we don't know what yet, but you can't go blamming dbad intel on Bush.--Ryan524 17:30, 3 Jun 2005 (UTC)

Actually, they thought Saddam HAD WMD.

Perhaps you need to read the Memo again?

The memo as a whole indicates that both the British and American governments believed that Saddam DID have Weapons of Mass Destruction.

(Note: all quotes are from the London Times Online posting of the Downing Street Memo)

All the speculation and furror is based on a single statement, "Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and WMD. But the intelligence and facts were BEING FIXED around the policy." (EMPHASIS ADDED). If "Fixed" is defined as Manipulated the detractors have a point. If "Fixed" is defined as Solidified (and should have been "becoming fixed") it would work better with the rest of the memo.

Note three separate quotes from later in the memo:

"Saddam was not threatening his neighbours, and his WMD capability was less than that of Libya, North Korea or Iran."

"Regime change and WMD were linked in the sense that it was the regime that was producing the WMD."

"what were the consequences, if Saddam used WMD on day one, or if Baghdad did not collapse and urban warfighting began? You said that Saddam could also use his WMD on Kuwait. Or on Israel, added the Defence Secretary."

All of these quotes indicate the belief that Saddam Hussein had produced and controlled WMD. You do NOT speculate how someone will use weapons that you know don't exist.

That's just it, speculation. Speculation = Pre-emptive warfare.
I personally am very bothered that a decision of this magnitude, to go to war with Iraq, is later blamed an "intelligence failure". You just don't make those kinds of mistakes.
Yeah, the oil-for-food programme was broken. Yeah, 9/11 was on the U.S. mind. Yeah, WMD inspectors were having mild access problems in Iraq.
What does the guy on the shoolhouse play ground do when sneak attacked. He attacks back. I just think it's a poor choice of execution to take down a country based on speculation of something it may or may not do. At best, you can argue that Bush is delusional and doesn't listen to anything the intelligence department tells him, which is neglect of duty - an impeachable offense. I think arguing that he did not think iraq had wmd would be showing a little more good faith in him - you only make him seem more assanine if he argue that he actually thought they did have WMD.
