Stating that the "Pentagon's Defense Review is complete" could arguably be considered too vague, since the Defense Review is complete AND it was released.

This article is about the release of the QDR, not merely it's completion. So I move that we move the article to "Pentagon's Defense Review Released". (All words in title capitalized.)

What say you? (You being the other people contributing.)
