strange quote

Reuters article quotes Fox as saying ""negotiations were under way to secure their release." That means the negotiations have already terminated or else (more likely) it's a mis-quote. Neutralizer 11:38, 15 August 2006 (UTC)Reply

They have said that time and time again but this AM they also said right after that they had no clue who kidnapped them, who is responsible, or where they are. That makes it kind of hard to negotiate. Jason Safoutin 15:54, 15 August 2006 (UTC)Reply

In American English at least, "were" doesn't mean that negotiations are over. That would be "negotiations 'had been' under way".
