An issue with this article - "prevents" isn't technically correct, as unless there is a congressional ruling that the death penalty is unconstitutional (or etc.), there will be a 1,000th execution. Perhaps a change to "Delay" will be more appropriate? --MrMiscellanious (talk) (contribs) 04:07, 30 November 2005 (UTC)
