Aside from the claim that this image qualifies for use without permission under the Wikinews Fair Use policy, this image is also available under a license that permits unlimited redistribution but only of unmodified copies for non-commercial purposes. Images licensed under such terms do not meet the definition of Free Cultural Works as adopted by the Wikimedia Foundation, and are therefore considered non-free on Wikinews. This tag MUST be used with a valid fair use tag and a valid fair use rationale or the image WILL be deleted. If a freely-licensed alternative can be reasonably created or this image is of a living person, it may NOT be used under our fair use policies and will be deleted.
