Removed welcome template

This use to be used as both a "please only do tests in the sandbox" template *and* a welcome template, due to the fact that we welcomed people manually. Since we no longer welcome people manually (the welcome extension does it automatically), having the welcome template tacked onto this warning template is no longer necessary. I've been bold and removed it, but revert and discuss if you feel it necessary. Gopher65_talk 22:23, 14 July 2011 (UTC)
