The only thing that needs improvement here is a brief outline of how long the hostilities are expected to continue at these high rates, and a little information on the Taliban's side. Otherwise it isn't neutral. Although we might not agree with their side of the story, or easily be able to get it, understanding their position a little better, would be beneficial.
