Inter-spacial Littering

There is a UN resolution for not weaponizing space, however that has not stopped the conspiracy theorist from talking about the black projects which makes up most of NASA's budget. Sure there is speculation over weird stuff floating around like the Black Knight Satellite or my personal favorite "Project Thor".

However no one seems to talk about about the space junk already out there. NORAD and SPACECOM tracks millions of pieces that if they pierced the ISS would kill the astronauts in a matter of milliseconds. When will there be a resolution for each country taking responsibility for their space junk and dump it in a controlled manner. Could you even enforce something like that. No one has taken responsibility for the Black Knight.

"However no one seems to talk about about the space junk already out there. NORAD and SPACECOM tracks millions of pieces that if they pierced the ISS would kill the astronauts in a matter of milliseconds." not only that, but it's well known that asteroid trackers have and will fail to spot asteroids large and fast enough to destroy half of humanity. black knight has been around for far too long to be a NASA super weapon, but it's suspicious nevertheless. it's probably some random asteroid with an old satellite transceiver stuck on it.
