Basically, this makes anything enclosed in a tag with calss utcautoclock auto update. For example:
<span class="utcautoclock">{{#time: H":"i":"s |{{CURRENTTIME}}}}</span>
Note: we need the {{#time: H":"i":"s |{{CURRENTTIME}}}} for non-js users. If there is anything other than {{#time: H":"i":"s |{{CURRENTTIME}}}} it will be replaced.
