Wikinews use cc-by-2.5 and wikiprojects generally use cc-by-sa-4.0. I suggested that Wikinews upgraded per Wikinews:Water_cooler/policy#Update_of_license.
Result is that most would like to upgrade to cc-by-4.0 (without the SA).

However, it has also been said that the best would be if all wikis upgrade. So I made this table of Wikinews:
Generally it will require a configuration change in https://phabricator.wikimedia.org/source/mediawiki-config/browse/master/wmf-config/InitialiseSettings.php$10828 and an edit to MediaWiki:Copyrightwarning (and possible other pages) locally as listed below.
