Should this user be unblocked?

LauraHale has reviewed 109.144.209.161's request to be unblocked, and the result was declined.
The reason given by LauraHale was: You were blocked for socking to get around a block. If you are globally blocked, it has nothing to do with Wikinews as we did not set that policy..
