Interface administrators are a group of users who can edit interface code in the MediaWiki namespace, such as CSS and JavaScript pages, as well as other users' CSS and JavaScript pages. This ability used to be held by all admins, but was later separated from adminship to minimize routine risk to the relatively sensitive controls of that namespace.
We're generally willing to grant this right to any admin requesting it for a specific reason, as the separation of the right isn't about an elevated level of trust: if the community has decided to trust a user with the admin right, and they feel there is some specific reason they need this right, that should usually suffice.
