This article's title is confusing. I originally thought that all Chechen rebels have surrendered (that would be breaking news for a Russian using English Wikinews as his primary news source, like me), while it actually tells only about yet another amnesty and Umarov's brother's surrender. 212.23.64.155 16:06, 18 August 2006 (UTC)
