This image requires author notification for its use. These types of images are allowed on Wikinews under Wikinews:Image use policy#Grants of license. They are probably not allowed on other Wikimedia projects (Both Wikipedia (en) and commons don't allow notification images, as well as other projects). They might not be allowed to use by Wikinews content redistributors. Make sure you understand the image's copyright before reusing.
