I take it ISIS targets Shia in Afghanistan but Taliban do not; which would make sense if the Taliban want to govern the place, for which one mightn't want to turn it into a sectarian war zone. Hence, while ISIS issued a statement claiming they were responsible, the Taliban issued a statement saying they weren't.
