I think that Cuba wants to keep all of it's people in jail with no communication with the world.

Like seriously what does one expect? If Cuba sent someone to the States to help promote the cause of the working classes (Or some bs-y line like that that amounted to supporting insurrection) the reaction would be similarly harsh.
