I think it should be unexpected outage, subsequent outrage was probably expected.
Skype problem suggested may be related to news of 70mn user ID's compromised difficulties?.
I simply wonder if this problem may be related to earlier news that some 70 million or more user identities and probably passwords has been compromised by some invasion tactics developed by some nefarious body, means a lot of security remedial work needs be done?
network secure is very important, it can bring a company down.
