At approximately 11 p.m. on May 28, 2024, the Democratic People's Republic of Korea distributed anti-South Korean leaflets to the Republic of Korea. The military said, ‘Do not make contact.’ It was taken into account that there might be biological weapons such as anthrax.[1]

It is said that this anti-South Korean leaflet appears to be aimed at retaliation for the distribution of anti-North Korean leaflets two days ago that included the message, "Traitor Kim Jong-un" and President Yoon Seok-yeol, "A great country where the prosecutor became the leader."[2][3 ][4] Some argue that this is retaliation for the announcement that the Line shares would be sold to Prime Minister Kishida at the last Korea-Japan summit, and for the complete denuclearization of the Korean Peninsula to be on the agenda at the Korea-China-Japan summit.

At 11:34 p.m., an emergency disaster text message was sent to the entire nation. However, some people complained that they did not receive the text message. From stories where only one family member received it, to others who complained, "I did not receive it even though I live in northern Gyeonggi Province, the closest region to North Korea in South Korea." In addition, during the last disaster text messaging incident, there were reactions that reminded us of the wrong response, such as sending text messages only to people in the Seoul area and sending a correction text message again, saying 'it was a misorder'.[5]

The contents of the emergency disaster text message sent are as follows. In English, it is announced as ‘Air Raid Preliminary Warning’. The information below was delivered to Yongin-si, Suwon-si, Uijeongbu-si, Pyeongtaek-si, Dongducheon-si, Goyang-si, Namyangju-si, Seongnam-si, Osan-si, Paju-si, Anseong-si, Yangju-si, Pocheon-si, Yeoncheon-gun, Hanam-si, and Hwaseong-si in Gyeonggi-do.

“Identification of unknown object believed to be an anti-South Korea leaflet from North Korean. Refrain from outdoor activities and report to military bases when identified. Air raid preliminary warning [Gyeonggi-do] ”

The military announced that approximately 10 balloons believed to be anti-South Korean leaflets were identified, and sewage was captured.[6][7][8]
