Possible typo: billion or million?

The article contains a possible typo in the following sentence: "The cuts mean that approximately 650 jobs will be lost in order to save around £65bn." I must assume the "bn" part refers to billion, which could refer either to 1,000 million or a million million (British usage). However, £65,000,000 looks just right for the budget of an international news organization.
