In a statement eBay said that it was "disappointed" by the ruling and that "eBay believes the consumer benefits of this initiative are worth fighting for on behalf of its buyers which will ultimately benefit sellers."

Translation: eBay believes it (eBay) is great, so they stated that the consumer (buyer) benefits from the PayPal-only arrangement, but to top it off, they included that the seller ultimately benefits. I guess the gov't is worried that they will try to scoop up all the commisions on both sides of the transaction. If you were stuck on the word "initiative", it was referring the PayPal thing.
